W. Patrick Hughes to retire from Fallon Health
Richard Burke named interim CEO
Worcester, Mass., September 8, 2015 ― Fallon Health’s Board of Directors today announced the retirement of President and CEO W. Patrick Hughes, effective November 1, 2015. The board also announced that it has named Richard Burke, Fallon’s President of Senior Care Services and Government Programs, as interim CEO. The Board plans to discuss a permanent succession plan at its next meeting.
David W. Hillis, Chairman of Fallon’s Board of Directors, congratulated Hughes on his 30-year career in health care, praised him for his passion for Fallon’s mission, and thanked him for his visionary leadership during his five years as CEO. Noting Burke’s track record at Fallon as a proven leader, Hillis also expressed confidence in his ability to keep Fallon moving in the right direction.
“Under Pat’s leadership, Fallon achieved considerable success in many areas— membership, service, quality, employee engagement, brand reputation, and product and network expansion—at a time of great change and disruption in the industry and market. The Board is grateful to Pat for all that he has done in support of Fallon’s mission and business objectives. We thank him for his contributions and congratulate him on his retirement.” Hillis said.

Hughes joined Fallon in 2007 as Senior Vice President/Chief Marketing and Sales Officer, responsible for implementing and executing the organization’s marketing and sales strategy in New England. That same year he was named President of Fallon’s Health Plan Operations Division, which encompassed several areas including Customer Service, Sales, Marketing, Product Development, Care and Utilization Management, and Information Technology.
Before joining Fallon, Hughes served as President and CEO of W. P. Hughes and Company, a successful consulting and brokerage firm he founded in New Hampshire. Prior to owning his own business, Hughes was Senior Vice President of Sales, Marketing and Product Development for Blue Cross Blue Shield of Massachusetts from 1994 to 2000. Under his leadership, BCBSMA achieved unprecedented growth and profitability. Previously, he served as the President of Employee Benefit Plan Administration, the largest third-party administrator in New England.
Currently, Hughes is the Chairman of the Massachusetts Association of Health Plans, and the Chairman of the board of directors of UltraBenefits, Inc. He also is on the board of directors of the Alliance of Community Health Plans in Washington, D.C., the New England Council, Curry College and the Worcester Research Bureau. Last year, Hughes was selected to serve on Gov. Baker’s Healthcare Transition Team.
Hughes holds a bachelor’s of science degree from Boston University, and is a member of the university’s Scarlet Key Society and its Athletic Hall of Fame. He also is a 10-year veteran of the National Football League.
Since joining Fallon in 1998, Burke has held senior management roles overseeing government and regulatory affairs, corporate compliance and a variety of operational departments. In his current role, Burke is responsible for overseeing Fallon’s government product lines serving both aging populations and high-risk populations of all ages. These include Fallon Senior Plan, Summit ElderCare, NaviCare, and MassHealth. Additionally, Burke oversees all regulatory, privacy and compliance matters for the organization.
Burke has served on several local boards including the Central Massachusetts Agency on Aging, Fitchburg State University, the Worcester Research Bureau, and the Worcester Economic Club. He is currently on the board of the Worcester Regional Chamber of Commerce, where he is a member of the Executive Committee and was Chairman in 2012 and 2013. In his role at Fallon Health, Burke serves on several affiliate boards, including Home Staff LLC, Fallon Total Care, Summit Living, FCHP NY, and Fallon Health Weinberg. He is the Chair of the board of Fallon Health Weinberg, Fallon Health’s joint venture in Buffalo New York with the Weinberg Campus.
A summa cum laude graduate of Assumption College, Burke holds a Master’s degree in political science from Boston College and a Master of Business Administration from the Johnson School of Management at Cornell University.
