Chief Legal Counsel

He/ Him/ His

Mark Mosby joined Fallon Health in 2015 as Chief Legal Counsel and has more than 30 years of health law experience in support of health plans, health benefit organizations, and providers. A partner with the national law firm of Epstein Becker & Green, P.C. (EBG), Mark provides onsite general counsel services to Fallon and its affiliated companies; his practice focuses primarily on transactional, regulatory, compliance, litigation management, and corporate governance issues.

Both national and regional health care services organizations have long relied on Mark for interpreting complex federal and state health care requirements and for his oversight of their legal and regulatory functions. He’s held various leadership roles over the years, most serving as Deputy General Counsel of a large provider-owned health plan. Before that, he was an attorney for a multi-state BlueCross and BlueShield organization. Mosby also served for more than 10 years as director and associate counsel of a national health benefits management company, third party administrator, and national provider network.

Before his health law positions, Mark began his legal career with a commercial litigation firm, followed by a Deputy General Counsel position at a state bar association, and then as an attorney for a state supreme court. In that role, he established a legal research support service for state court trial judges and was editor of a Juvenile Law Bench Book for state court judges.

Mark received a bachelor’s degree from the University of Virginia and a Juris Doctor from Washington University in St. Louis School of Law.
